Teach your dog to 'come' on command by practicing at home with a long leash first, then graduate to working outside with no leash. Your command should be happy, but firm and end with a treat reward. Always use this command for something happy (for a trip to the vet or a bath, go get your dog instead).
Using a shorter leash, bring your dog closer to you, saying 'come.'
Move to a longer leash and call your dog to come.
Continue the training in an open but fenced-in area.
